The global arms industry for the majority of the twentieth century had been running on a rather lopsided basis. Advanced weapons systems were developed, manufactured, and shipped by developed countries. Developing nations, regardless of the scale of their security challenges, were left without control to purchase what they were offered, usually paying a staggering toll financially and in politically problematic circumstances.


Every arms contract carried unspoken meanings: You are not just getting equipment, but being dependent on it. The arrangement is now being dismantled.


In Asia, Africa, the Middle East, and Latin America, developing countries are taking indigenous defence innovation seriously, building weapons, platforms, and technologies of their own. This transformation may well be one of the most consequential shifts in global security in decades, and understanding what is happening today is critical for any country seriously striving to determine its own strategic future.


Why Dependency Became Untenable 


This is not about the philosophy but rather about the hard experiences. Import dependency generates three compounding vulnerabilities that developing nations have been dealing with for too long.


The first is the fragility of the supply chain. Military systems, fighter jets, submarines, and missile systems are complicated; they need to be maintained, spare parts and software need to run around the clock. When those supply chains travel through foreign governments, they can be interrupted by disagreements in diplomacy, by sanctions, or simply by a change of political priorities in the supplier country. Nations were in the middle of a crisis when they discovered that their imported platforms could not be serviced, leaving their armed forces operationally exposed.


The second matter is the politics of the arms embargo. When buying countries pick out positions that displease supplier nations, supplier nations have seldom flinched from suspending or cancelling arms agreements. For developing countries, maneuvering through complex regional circumstances is a difficult choice, as they have to either bow to the will of the suppliers at the expense of their foreign policy or be locked out of mission-critical military equipment.


Third, and most subtly detrimental, is the depletion of technical capacities. Countries that import, rather than develop defence technology, don’t just spend money; they sacrifice learning. Over the decades, the lack of indigenous development has posed a structural deficit in high-end technical capability that’s increasingly difficult to reverse. These are not theoretical challenges. They have played out tangibly, across many developing nations, changing the idea of defence industrialisation from an aspiration to an urgent strategic necessity.

 

A Global Movement Takes Shape 


In a series of developing countries, which in turn have moved with ambition impressively and quickly, this has manifested itself. Turkey’s Bayraktar TB2 combat drone, designed and constructed by a privately owned Turkish company, proved battlefield-effective across multiple conflict theatres, instantly transforming Turkey into a credible global arms exporter. Brazil’s Embraer manufactures the Super Tucano attack plane, which is now flown by air forces operating on three continents. After decades of operating under international sanctions, South Africa finally developed a sophisticated, competitive defence industry, born out of necessity. Indonesia is seeking co-development partnerships to produce submarines and domestic fighter aircraft. Each is not the same model for a nation. Each shows the same universal fact: indigenous defence innovation in the developing world is no longer an exception but a rapidly expanding trend.


India's Defining Moment 


India’s story is among the most consequential and, indeed, the most complex among all developing nations on this journey. India was the world’s number one arms importer for a very long time, a condition that took an uneasy route alongside its aspirations as a great power. The Aatmanirbhar Bharat initiative, launched in 2020, was the most structured policy response India had ever made to this structural vulnerability. It integrated positive indigenisation lists, prohibiting imports of hundreds of specified defence items with liberalised foreign direct investment norms, two specific defence industrial corridors in Uttar Pradesh and Tamil Nadu, and significantly beefed up domestic procurement budgets.


The results are evident and meaningful. The Tejas Light Combat Aircraft has been placed permanently in service and has intrigued the international exporters. INS Vikrant, India’s first domestically developed aircraft carrier, commissioned in 2022, positioned India as one of the few countries capable of such a sophisticated industrial undertaking, delivering over 76 percent indigenous content. The Pinaka rocket system and the Pralay ballistic missile are the mature stages of India’s weapons development in line with actual operational capability. Defence exports have surpassed ₹21,000 crore, a number that would have been implausible a decade ago.


The Challenges That Cannot Be Overlooked 


A truly honest evaluation will acknowledge what has not been cleared away. The longest-lasting structural challenge is the discontinuity between prototype development and mass production. India has long demonstrated that it is capable of devising sophisticated platforms, but the ability to produce these efficiently, at competitive cost and on operationally relevant timelines has remained consistently more challenging. Private sector participation is increasing, yet it remains hampered by long procurement processes and by the powerful control exercised by public sector defence companies, which have historically locked out innovation.


Investment in defence research and development is still below levels that would take technical leadership and risks, a world where India becomes a sophisticated assembler of imported components rather than a true innovator. Engineers and scientists who could support India’s next generation of defence laboratories are looking to careers elsewhere, not out of lack of commitment, but because the domestic ecosystem has not yet developed a template to retain them. Inadequate links between academia, industry, and persistent policy fragmentation continue to constrain the pipeline of applied research that world-class defence innovation requires.


The Larger Argument 


What ties India’s journey to the larger global story, ultimately, is a matter of agency. Developing nations’ defence posture for so long had been defined, not as a direct national project, but as being dictated by the decisions of others who decided which technologies to share, which embargoes were imposed, which partnerships offered, and under what conditions.


Indigenous defence innovation is the concept that a nation’s security does not have to be permanently outsourced. India and its peers are realising this, and the policy intent is serious. The industrial foundations are being laid. Progress, while uneven, is real.


For the next chapter, it is institutional discipline, more significant R&D investment, true openness to private innovation, and above all, long-term strategic consistency that defence technology development demands. Defence innovation for developing countries is not, at most, a military programme. It is a statement of the sort of country they wish to become and the kind of world they will make the global community be compelled to take seriously.

Really well written, especially for a first article. The global examples before getting to India was a smart structural choice. One thing I kept thinking about though: does blocking imports actually force PSUs to innovate, or just protect them from having to? Because Aatmanirbhar working in theory and working in practice are two very different things. Would love your take on that.
